FEDERAL MEMORANDUM OF UNDERSTANDING CONCERNING COOPERATION ON RADIOACTIVE MATERIALS TRANSPORTATION SECURITY (STC-16-095)
There exists a federal memorandum of understanding (MOU) for the secure transportation of radioactive materials. The States may voluntarily participate in implementation of the MOU. Working groups began meeting in October 2016 and will continue through August 2017.

REMINDER TO PASS ALONG INFORMATION ON ADDITIONAL PROTOCOL FORMS TO LICENSEES TO ASSIST IN MEETING INTERNATIONAL ATOMIC ENERGY AGENCY TREATY OBLIGATIONS (STC-16-093)
In order for the United States (U.S.) to meet its international treaty obligations pursuant to the Additional Protocol, the U.S. Nuclear Regulatory Commission (NRC) is required to collect information on nuclear-fuel cycle related activities in the U.S. Timely submission of Additional Protocol forms assists the Federal Government in meeting its treaty obligations to the IAEA.
To ensure that the U.S. can meet the international reporting deadline, submit the forms in accordance with Title 10 of the Code of Federal Regulations Section 75.11(c) by the deadline of January 31, 2017 to the Department of Commerce's Bureau of Industry and Security.

NRC is offering the IMPEP Team Member Training to the NRC and Agreement State radiation control program employees with an interest in performing IMPEP reviews. The Office of Nuclear Material Safety and Safeguards is soliciting interest from the Agreement States for IMPEP review team members.

ANNUAL COUNT OF ACTIVE RADIOACTIVE MATERIAL LICENSES IN THE NATIONAL MATERIALS PROGRAM (STC-16-084)
Annually, the U.S. Nuclear Regulatory Commission (NRC) requests that all Agreement States provide the number of specific radioactive material licenses currently active under their jurisdiction. Additionally, the NRC is requesting that all Agreement States who have regulations compatible with 10 CFR 31.5, regarding general licenses, update the total number of general licenses/registrations and generally-licensed devices currently active under their jurisdiction. Respondents should revise the total number of currently active specific material licenses under their State's jurisdiction, and indicate how many of those licenses are industrial, medical, or academic licenses.

NOTIFICATION OF ISSUANCE OF THE RADIOACTIVE SEED LOCALIZATION LICENSING GUIDANCE, REV. 1 (STC-16-082)
"Low Activity Radioactive Seeds Used for Localization of Non-Palpable Lesions and Lymph Nodes Licensing Guidance, Rev. 1" was published in October 2016. Notable changes in the guidance include: (1) the title and purpose change to include RSL use for lymph nodes; (2) the low activity seeds that have been approved by the FDA for RSL use; (3) a new pathway for radiologists who have completed the specific training and experience requirements to become an authorized user; (4) the removal of the written directive requirement; (5) the medical event reporting criteria for RSL use; (6) the grandfathering of individuals authorized for RSL use under the previous licensing guidance; (7) the change in inspection frequency from two years to five years; and (8) the change in program code to include 02121 or 02201.

OPPORTUNITY TO COMMENT ON DRAFT YTTRIUM-90 MICROSPHERE
BRACHYTHERAPY LICENSING GUIDANCE (RCPD-16-014)
Provides the Agreement States an opportunity to comment on the draft Yttrium-90 (Y-90) Microsphere Brachytherapy licensing guidance, revision 10.
The licensing guidance for Y-90 microsphere brachytherapy was initially published in October 2002 and subsequently revised in 2004, 2007, 2008, 2011, and 2012. The most recent licensing guidance was published in February 2016 and can be found in ADAMS. In 2014, the Advisory Committee on the Medical Uses of Isotopes (ACMUI) provided recommendations for revision of the past guidance to conform to the current state of medical practice. The Organization of Agreement States and the NRC created a joint working group to evaluate the ACMUI recommendations and to review the document to determine if more revisions were necessary. The first task was to evaluate the ACMUI recommendations, which was completed in February 2016 when revision 9 was issued. The second task was to evaluate three working group recommendations, which were to (1) update the waste disposal section, (2) add language for radiation safety issues related to autopsy and cremation, and (3) consider removing the pathway for manufacturer provided work experience from the training section.

U.S. NUCLEAR REGULATORY COMMISSION MEMORANDUM OF UNDERSTANDING WITH THE U.S. DEPARTMENT OF DEFENSE REGARDING REMEDIATION OF UNLICENSED RADIOACTIVE MATERIAL (STC-16-072)
NRC pursued a Memorandum of Understanding (MOU) with the DoD regarding the DoD's remediation of confirmed radiological contamination at unlicensed sites under the CERCLA process.
