Self-Assessment of the Integrated Materials Performance Evaluation Program (IMPEP) Working Group

Purpose: To conduct a documented self-assessment of the IMPEP program with appropriate findings and recommendations to improve its effectiveness; and prepare an internal procedure for conducting future periodic systematic self assessments and capturing lessons learned.

After completing the tasks mandated by their charter the working group documented their findings and recommendations in the form of a written report that can be accessed in ADAMS with accession number ML102030209

Radiation Source Protection and Security Task Force

Purpose:  The Radiation Source Protection and Security Task Force was established by the Energy Policy Act of 2005.  The Act charged the Task Force with 1) evaluating and providing recommendations relating to the security of radiation sources in the US from potential terrorist threats, and 2) providing recommendations for appropriate regulatory and legislative changes to Congress and the President.

Purpose:  ThePublic Education Subgroup was tasked with creating a concrete, actionable plan for a coordinated public education campaign to reduce fears of radioactivity, diminish the impact of a radiological attack if one were to occur, and provide a deterrent to attackers considering the use of radiological materials.

Cesium Chloride (CsCl) Task Force Subgroup

Purpose:  The CsCl Subgroup was tasked with conducting a study to assess the feasibility of phasing out the use of CsCl in a highly dispersible form.  This study was to consider the availability of alternative technologies for the scope of current uses, safe and secure disposal of existing material, and international safety and security implications.

    National Source Tracking Working Group

    Purpose:  The National Source Tracking Working Group was formed to develop a national tracking system for radioactive sources of concern, and to make recommendations for rule changes which may be necessary to improve tracking of radioactive sources of concern and to implement the system.

    Safe Source Steering Committee

    Purpose: The Safe Source Steering Committee’s responsibility was to aid the National Source Tracking Working Group and the Web-based Licensing Working Group in accomplishing their goals as defined in their charters, and to provide guidance regarding critical issues associated with the development, coordination, and implementation of the national radioactive source tracking system and the licensing system.

    Working Group on Access Procedures

    Purpose:  The NSTS Working Group on Access Procedures was formed by the Interagency Coordination Committee (ICC) to develop guidelines for dealing with request from within and outside Government for information in the NSTS.

    Technology Vision Working Group

    Purpose:  The NSTS working group was formed by the NSTS Interagency Coordination Committee to exchange and generate ideas with agency partners in order to formulate a vision to enhance technologically a national system for timely tracking radioactive materials throughout their lifecycle.

    Purpose: The purpose of this working group is to form develop a rule related to establishing restrictions to the general license rule (10 CFR 31.5) to limit the amount of radioactive material that a licensee may possess under a general license, and its associated requirements. The primary role of the working group is to assist in developing the draft final rule packages, including rule text, the regulatory analysis, and supporting information for regulatory analyses.     IMC 1246 Working Group

    Purpose: To revise and update Inspection Manual Chapter (IMC) 1246, ?Formal Qualification Programs in the Nuclear Material Safety and Safeguards Program Area?, Materials License Reviewer Qualification Journal and Materials Health Physics Inspector Qualification Journal. The revisions and updates will: (1) provide licensing and inspection personnel with the tools and training necessary to make risk-informed decisions that address security aspects, as well as health and safety and foster a security culture, (2) update IMC 1246 to include new formal materials training and new licensing and inspection guidance and procedures (i.e. security inspection training, pre-licensing visits, naturally occurring or accelerator-produced radioactive material (NARM), (3) change the format and content of IMC 1246 and qualification journals to more closely follow the apprentice style approach developed by the Office of Nuclear Reactor Regulation (NRR) for IMC 1245, and (4) determine if new classroom training should be developed or required for qualification as a license reviewer or inspector and address the need for the 5-week health physics course.
